Allow Non Administrators to change the PC time in a 2003 Domain Environment

Non Administrators cannot change the time or view Windows' built-in calendar from the Date/Time settings window.
Instructions for allowing this......

Login to your Domain Controller

Run the Group Policy Management tool from Administrative Tools under Control Panel.
When that comes up, select the appropriate Group Policy (Default Domain Policy), right click and choose edit. Then navigate to Computer Configuration > Windows Settings > Security Settings > Local Policies > User Rights Assignment. On the right panel, scroll down to Change the system time.
Double click on it, then click "Define these policy settings now" and then on Add User or Group.

Here you can add the names of particular individuals you want to bestow this right upon, or you can simply enter Everyone and give that power to all users of the machine.
Exit out of the group policy editor and wait about 15 minutes for the settings to apply.
Pc's need to be logged off and back on to pick up the change to the policy.
